India-Pakistan के बीच एक बार फिर तनाव चरम पर है। Pakistan के Defence Minister Khawaja Asif ने Sunday को एक बड़ा बयान देते हुए कहा कि अगर India ने Indus Rivers का पानी रोका, तो Pakistan युद्ध भी करने से नहीं हिचकेगा। हालांकि उन्होंने यह भी कहा कि अभी situation इतनी critical नहीं है कि military action जरूरी हो।
यह बयान तब आया जब India के Water Resources Minister CR Patil ने कहा था कि India “एक भी बूंद पानी” Pakistan को नहीं जाने देगा। यह statement India के उस कदम का हिस्सा है जब पिछले साल April 2025 में Pahalgam terror attack के बाद India ने Indus Waters Treaty को suspend कर दिया था।
Indus Waters Treaty क्या है? यह 1960 में World Bank की मदद से India और Pakistan के बीच sign हुई थी। इसके तहत Indus नदी प्रणाली के पानी को दोनों देशों में divide किया गया था। Pakistan के लिए यह treaty बेहद अहम है क्योंकि देश की 90% आबादी Indus Basin पर निर्भर है, 90% crops इसी पानी से सिंचित होती हैं, और 21 Hydroelectric Plants इसी Basin में हैं।
Pakistan की foreign ministry ने कहा कि “कोई भी कदम जो Pakistan की water security को खतरे में डाले, वो regional stability के लिए dangerous होगा।” India की तरफ से foreign ministry ने clear किया है कि “जब तक Pakistan cross-border terrorism बंद नहीं करता, treaty suspended रहेगी।”
Experts का कहना है कि यह water war का खतरा real है। CSIS की एक report के अनुसार Pakistan के लिए Indus Basin उसकी life line है। दूसरी तरफ India का argument है कि terrorism का जवाब हर possible तरीके से दिया जाएगा। International community — खासकर United Nations और World Bank — दोनों देशों से dialogue का आग्रह कर रहे हैं।
जहां एक तरफ Pakistan अपने existential threat की बात कर रहा है, वहीं India अपनी sovereignty और security को prioritize कर रहा है। यह situation न सिर्फ India-Pakistan के लिए, बल्कि पूरे South Asia के लिए एक dangerous precedent बन सकती है। आने वाले दिनों में international diplomacy इस मुद्दे पर काफी active रहेगी।
